COST-BENEFIT ANALYSIS FOR THE CONSTRUCTION OF THE NEW CENTRAL HOSPITAL OF MADEIRA

PremiValor Consulting concluded recently the report of Cost-Benefit Analysis, related to the construction of the new Central Hospital of Madeira (HCM). The construction project of the new Central Hospital of Madeira follows the needs of improving health care, as well as the inadequacy of existing hospital units to the needs of the population of the Autonomous Region of Madeira.

Presently this is the largest investment project in Portugal and one of the largest in Europe.

​

The Central Hospital of Madeira will be a hospital unit that seeks to meet the current needs of health care, providing the Region with a hospital centre with updated technical and technological characteristics, thus contributing to the provision of safe, quality and differentiated hospital care. It will also have a dedicated area for health tourism.

​

The estimated total investment value for the construction of HCM is around 400 million euros and is expected to start operating in 2029.

LARGE INVESTMENT PROJECTS | ÁGUAS DE BARCELOS 

PremiValor Consulting is the corporate finance and innovation advisor to the Municipality of Barcelos (Portugal) concerning the rebalancing of the financial model underlying the Water and Sanitation concession. The project has a dimension of 177 Million euros.

 

The scope of PremiValor Consulting work comprehends the due diligence and enhancement of the financial model, incorporating new variables (ex. Technology and digital transformation impact on the water concession, demographics, etc.), the development of scenarios and simulations in order to support the negotiation process between the public entity and the company that operates the water concession.

PROJECT FINANCE ADVISORY | TRATOLIXO

Between 2008 and 2015, PremiValor Consulting provided financial advisory services to TRATOLIXO in connection with the restructuring of a €175 million Project Finance transaction supporting waste management infrastructure.

The engagement  included the development and review of the base-case financial model, scenario analysis and financial simulations, as well as support throughout the restructuring and negotiation process.

PremiValor Consulting also coordinated the financial discussions with BPI, acting as agent bank, and with the other financial institutions participating in the banking syndicate: CaixaBI, Millennium Investment Banking and BESI, now Haitong Bank.

This engagement demonstrates PremiValor Consulting’s experience in Project Finance, financial modelling, debt restructuring and complex infrastructure financing, particularly in regulated sectors and essential public services.

ECONOMIC AND FINANCIAL REBALANCING | ÁGUAS PAÇOS DE FERREIRA 

PremiValor Consulting provided economic and financial advisory services to the Municipality of Paços de Ferreira in connection with the assessment and rebalancing of its water supply and sanitation concession.

​

The engagement included the review of the concession’s economic and financial model, covering demand projections, tariff revenues, operating costs, investment requirements and financing needs, as well as the development of alternative scenarios and the assessment of their potential impacts on the Municipality, the concessionaire and end users.

​

The work supported the Municipality in evaluating the financial implications, contractual risks and sustainability of the concession, particularly in the context of rebalancing claims related to lower-than-expected demand, tariff adjustments and other factors affecting the concessionaire’s revenues.

PremiValor Consulting’s analysis contributed to the technical and financial assessment of the available alternatives, supporting informed decision-making while seeking to preserve the economic sustainability of the concession, the public interest and tariff affordability.

PROJECT FINANCE & PUBLIC SECTOR COMPARATOR | AZORES HEALTHCARE SECTOR

PremiValor Consulting has supported the Regional Government of the Azores in the economic and financial assessment and structuring of major healthcare infrastructure projects, including Public-Private Partnerships, Project Finance operations and Public Sector Comparator analysis.

For the Hospital de Santo Espírito da Ilha Terceira (HSEIT), PremiValor Consulting acted as financial advisor in the PPP project for the construction and maintenance of the new hospital. The investment directly associated with the design and construction of the new facility amounted to approximately €61.7 million, while future commitments associated with the project were estimated by the Portuguese Court of Auditors at approximately €378.1 million.

PremiValor also conducted a Public Sector Comparator (PSC) study to support the assessment of a potential healthcare PPP in the Azores, providing an economic and financial basis for comparing alternative delivery models.

​

In addition, the firm advised the Regional Government on the economic and financial structuring of the São Miguel Radiotherapy Centre, developed under a PPP and Project Finance model covering the construction, maintenance and clinical operation of the facility.
